ABOUT THE SPEAKERS

Kim Shuler, LCSW

Kim Shuler, LCSW contributes more than 20 years of experience as a clinician and administrator working in a variety of integrated behavioral health settings. She currently serves as Chief Executive Officer of ABHIN and as Project Director on three Health Resources and Services Administration (HRSA) projects. Ms. Shuler has extensive experience in training behavioral health providers and care teams, building coalitions, conducting needs assessments, and developing strategic and business operation plans. She is a certified behavioral health consultant trained through the University of Massachusetts in Amherst. Ms. Shuler has demonstrated success developing, implementing, and managing day-to-day operations of integrated behavioral health programs across multiple settings, including nearly a decade serving as Director of Behavioral Health in a large FQHC.

Anne Santifer

Anne Santifer is an accomplished professional serving as the Director of the Office of Health Information Technology, a division of the Arkansas Department of Health. With an impressive track record spanning over 13 years, Anne has excelled in various domains, including operations, development, and policy implementation, particularly in bolstering Medicaid quality improvement programs. With her remarkable blend of experience, expertise, and unwavering commitment to the healthcare industry, Anne Santifer stands as a beacon of innovation, shaping the future of healthcare information technology and driving positive change for the benefit of countless individuals and communities.

Kelsey McClellan, M.D.

Dr. Kelsey McClellan is a licensed medical doctor who specializes in medication management services for adults and children, with a special interest in child and adolescent psychiatry, women’s health, and psychiatry. She primarily treats depression, anxiety, ADHD, bipolar disorder, and women’s issues such as postpartum depression. She strives to provide a collaborative approach to treatment, involving the patient, parents (if the patient is a child/adolescent), physician, and therapist in decision-making. Dr. McClellan received her Medical Degree from the University of Arkansas for Medical Sciences in 2010 and completed her General Psychiatry residency training at UAMS in 2014 and Child and Adolescent Psychiatry Fellowship at UAMS in 2015. She is Board-Certified in both General and Child and Adolescent Psychiatry through the American Board of Psychiatry and Neurology. 

Suzanne Tipton

With more than 19 years of legal experience, Suzanne handles the compliance and regulatory issues related to Empower’s health plan. After her time in the military, Suzanne obtained her degree, leading her to Law School and eventually to the Arkansas Bar. Since then she served as Deputy Commissioner and General Counsel at the Arkansas Insurance Department, the Arkansas Managing Attorney at Hosto & Buchan, and as VP of the Professional Association Group at Regions Insurance. After her son’s fentanyl overdose in 2017, she became involved in raising awareness of addiction issues and served on the Governor’s Arkansas Alcohol & Drug Abuse Coordinating Council. Suzanne lives in Little Rock with her husband and two dogs, enjoying snow skiing and boating in her free time.
