Kim Shuler, LCSW, Appointed to Arkansas Medicaid Advisory Committee

Eureka Springs, Arkansas – July 8, 2025

The Arkansas Behavioral Health Integration Network (ABHIN) is pleased to announce that Kim Shuler, LCSW, Chief Executive Officer of ABHIN, has been appointed as a member of the newly established Medicaid Advisory Committee under the Arkansas Department of Human Services (DHS).

The Medicaid Advisory Committee was convened to provide expert guidance and stakeholder input to DHS on matters related to the administration of the state’s Medicaid program. Its diverse membership includes healthcare providers, advocates, care administrators, representatives of state agencies serving Medicaid beneficiaries, and members of the Medicaid Client Voice Council.

The committee held its inaugural meeting on July 8, 2025, at the Arkansas Foundation for Medical Care campus. The initial session provided an overview of Medicaid eligibility criteria, provider structures, and the committee’s consultative role. Members also discussed key issues such as transparency in the Provider-Led Arkansas Shared Savings Entity (PASSE) program and proposals for future agenda items.

“I am honored to serve on the Medicaid Advisory Committee and to represent the perspectives of behavioral health providers and patients,” said Kim Shuler. “This committee is an important step toward ensuring that Arkansas’s Medicaid policies reflect the needs of the people they are designed to serve.”

As CEO of ABHIN, Ms. Shuler has championed the integration of behavioral health services into primary care and has led statewide initiatives to improve care coordination, patient engagement, and health outcomes. Her appointment to the Medicaid Advisory Committee underscores ABHIN’s commitment to advancing equitable, patient-centered, and effective Medicaid policy in Arkansas.
